During his 17-year career with Modesto Police Department, Lieutenant Heller has held numerous assignments including Patrol, Tactical Patrol Unit, Robbery/Homicide, SDEA Task Force Sergeant, SWAT Sergeant, Commander of the Gang and Narcotics Units and Assistant Investigative Services Division Commander.  Lieutenant Heller has a Master’s Degree in Emergency Services Administration from California State University, Long Beach and a Bachelor’s Degree in Political Science from California State University Stanislaus.  He is also a graduate of the Sherman Block Supervisory Leadership Institute and the International Association of Chiefs of Police “Leadership in Police Organizations” program.  Prior to starting his Law Enforcement career at Modesto Police Department, Lieutenant Heller served in the Air Force.

“While I’m excited to begin this new chapter in my career, it is difficult to leave the law enforcement agency I grew up in.  My law enforcement career began with the Modesto Police Department on January 2, 1997.  I have been blessed during my tenure in service to the City of Modesto.  The Modesto Police Department and its staff will always occupy a central place in my heart,” said Lieutenant Heller.

“Scott is a highly valued member of the Modesto Police Department Command Staff and will be greatly missed. The recent loss of two top members of our Command Staff in the past month is a testament to the leadership skills and abilities possessed by members of the Modesto Police Department. We are proud of Scott and I am positive he will do a great job for the City of Placerville,” said Modesto Police Chief Galen Carroll.
