Illegal Squatters arrested for Child Endangerment

Modesto, CA– Two were arrested for child endangerment after police found them illegally living in an abandoned home in the 700 block of West Union in Modesto with a 3-year-old child.  Officer’s described the conditions as “horrid and very unsafe.” 

Several weeks ago, police and officials from the City of Modesto Neighborhood Preservation Unit began receiving complaints that “squatters” had moved into the abandoned home after the former owner died.  An investigation was launched to determine ownership of the home and several notices had been placed on the home but all were quickly removed once officials would leave. 

On March 14th, officers from the Crime Reduction Team went to the home with a contractor and city officials to board up the home. Officers did a security check of the abandoned home and discovered that a John Oliver, 39-years-old,and his girlfriend Angelica Madrigal, 40-years-old, along with a 3-year-old child were living inside. The conditions of the home were “horrid and very unsafe,” said Officer John Wohler. “There were uncapped needles all around the home. There was also no water, garbage or sewage service and no electricity to the property. There was human waste all over the residence and it appears they lit a fire in a fireplace that was unsafe and could have caused a structure fire,” added Wohler.  

Madrigal and Oliver were arrested and booked for child endangerment and illegal lodging.  The three-year-old was taken into protective custody and custody turned over to CPS.  The home was boarded up and made safe as police concluded the investigation.
