The City of Modesto would like to announce the selection of Larry Parlin as the new Director of Utilities. Mr. Parlin will begin his new assignment on May 6, 2014. He most recently served as the Deputy Public Works Director of Utilities for the City of Lodi, CA, and has over 30 years of combined public and private experience in water and wastewater management. A national search was conducted and Parlin was chosen out of a field of 41 applicants.
The Director position was established by Council Vote on January 28th, 2014 as part of an organizational shift to an asset-based model. The Utilities Department will be responsible for developing and implementing short-term and long-term strategic plans in accordance with City-wide goals and objectives as well as overseeing the recent Water and Wastewater Efficiency Study.
During Mr. Parlin’s time at Lodi, he was instrumental in developing a technological model to further facilitate and expedite projects within the Public Works Department. He and his staff successfully sought and completed the construction and operation of a new surface water treatment plant for the city. Prior to his term with the City of Lodi, Mr. Parlin served as the Municipal Utilities Deputy Director of Wastewater for the City of Stockton, CA, where he was responsible for overall management of wastewater operations. There he successfully reorganized the staff structure and functions of multiple divisions and oversaw the development of a Capital Improvement and Energy Management Plan.
Mr. Parlin holds a Bachelor of Science in Aeronautics from the School of Engineering at San Jose State University, where he also minored in Business Administration. He completed graduate programs in Water and Wastewater Supervisory Management from Michigan State University Graduate School of Business.
Mr. Parlin is a published author for water and wastewater operations, process control and utility management, and a contributing author to both EPA and industry technical manuals. He has conducted trainings statewide regarding regulatory compliance and ethics, and served as an expert witness in both federal criminal cases and water system disputes.
